The city has one of the highest smoking rates in the country, and one that disproportionately affects Black residents. The Director of Cleveland's Department of Public Health sees an obvious problem with a clear remedy
"All these [rates] follow the same pattern, which is in neighborhoods that have been redlined and systematically underinvested in. It's all related to and stems from structural racism"
