They rule the paper purgatory of human conflict, at least as it exists in Cuyahoga County. And they do it with the kind of laid-back good humor that's often a shock to people used to the sort of default surliness that's the norm in most county offices. Divorces, murders, sexual harassment cases -- you name it, it comes through Room 45 in the basement of the old county courthouse. It's a relatively brief stop; everything eventually gets kicked to the room a couple of doors down to be scanned onto microfiche. But while in Room 45, those piles of manila folders are lorded over by some of the nicest people collecting a county paycheck. Too bad they're not running the DMV.
