    Federal Definition of Development Disabilities: The term "developmental disability" means a severe chronic disability of an individual 5 years of age or older that:
    1) I attributable to a mental or physical impairment of combination of mental and physical impairments:
    2) THIS IS KEY "is manifested before the age of 22
    3) Is likely to continue indefinitely
    4) results in substantial functional limitations in THREE or more areas of life activity
    1. self care 2. receptive and expressive language 3. learning 4. mobility 5. self-direction 6. CAPACITY FOR INDEPENDENT LIVING and 7. Economic self sufficiency

    Reflects the individual's need for a combination and sequence of special, interdisciplinary or generic services supports of other assistance that is of lifelong duration.

    In order to qualify for the charitable property tax exemption under ORC 5709.12 ALL OF THE FOLLOWING REQUIREMENTS MUST BE MET INCLUDING
    "the institution's primary purpose is to acquire, develop, lease and otherwise provide suitable housing to individuals with DEVELOPMENTAL DISABILITIES." North Coast Community Homes does this. Check. With 24 hours supportive services. Koinonia Homes does this. With on site professional services for their developmentally disabled residents. Check.

    EDEN.........not so much. Or at all. And yet they pay no property taxes. HMMMMMMMMMM

    I would like to add to my previous comment. The woman used as an example in this overly long screed against landlords would probably be getting a large earned income tax refund. Which could be used to find a new place. Or even as a down payment for a place of her own through the Cleveland Housing Network lease purchase program. And by the way why is the Cleveland Housing Network or whatever they have rebranded themselves NOT being maligned as well? Isnt that their job to help people like her? Also if the Section 8 lottery is really totally random why are the overwhelming majority African American? There are no low income whites or Hispanics on the lottery list? Really?

    So if this woman couldnt pay $300 to CMHA and cant pay the past due amount of $500 to get reinstated with CMHA and her rent now is being paid by EDEN until April, how exactly is she planning to pay rent anywhere after that. She doesnt qualify for Section 8 because she owes money to CMHA so how exactly is she being discriminated against? She doesnt have Section 8. She doesnt make enough money to pay $730 or whatever so is a landlord in Parma supposed to let her live for free? Of course all landlords are mean evil
    Racists except slumlords in undesirable neighborhoods who are mean money grubbing criminals. Oh and CMHA if you get a place in one of their dangerous heavily subsidized projects. Check out how often CMHA is in eviction court. Like every single day the first half of the morning session. If the point of the article and the ridiculous study is property owners don't take Section 8 this particular woman is NOT an example of that.

    So here it is August 26. Spring and St. Joseph's day are distant memories and nothing is happening down in Clark Fields. There was one public meeting in February and since then???? So what about the much hyped makeover, with the claim of minimal involvement from the EPA (and why NOT the park is full of lead, arsenic and who knows what else)? The grass is being cut, but the ball diamonds weren't used all summer. The kiddie park has more graffiti and almost no kids for good reason. Lead.
    Where are the soil sample results which were done with tax dollars and are being kept top secret. The EPA is wrapping up its destruction of WC Reed Fields. They should be free to turn their tanks over to Clark Fields. Soon

    Great news about a new dog kennel. Is the field going to be shut down and surrounded by a Gestapo fence like WCReed field that has now been turned into a treeless swamp by the EPA. Lucky Clark Field to have a councilman who cares. And one who does not wildly exaggerate the non existent dangers of "toxic"soil 4 feet down in order to legitimize the destruction of our once beautiful park. Our park has been closed for 3 years and counting, with huge cost over runs which are being withheld from the public.. Thanks to Brian Cummins.

    Bravo to Scene magazine for busting this story wide open. The CMA board, the CMA administration, the "newspaper" known as the plain dealer, and last but not least the keystone kops in Cleveland Heights make us look like a bunch of ignorant hillbillies. And how DARE MR. Franklin claim, from this "missing" text say she was depressed at work. WTF? She was working for the magnificent Chamberfest, a reason to be extremely proud of Cleveland. Our NEW crown jewel! No one could be depressed working for CF. Franklin Cohen's heartfelt tribute to Christina Gaston at the second to last concert in Mixon Hall was so moving. I didn't know any of them but both Franklin Cohen and his beautiful brilliant daughter Diana made everyone feel like part of their family through the whole second season. And I was so sad for them because something terrible had clearly happened. He dedicated the hauntingly lovely Brahm's clarinet quintet to her. Now it all makes tragic sense.

    MR. Franklin has made a career out of his renaissance knowledge and also of destroying evidence. He should remember what happened to Caravaggio.
