Remember this fella?

Ryan James Stephens was charged with barking at a police dog after a cop witnessed Stephens standing outside his police cruiser while... well... barking at the police dog in the back. Stephens claimed "the dog started it," which probably didn't help his cause with the police.

Now he's hired a lawyer, claiming that the city law on the books violates his free speech.

Via the AP:

The Cincinnati Enquirer reports the attorney for 25-year-old Ryan James Stephens says his client was not striking the animal in suburban Mason. Lawyer Jim Hardin says barking may not be seen as intelligent speech but is "still speech."
