Kevin Kelley Won't Authorize Councilman T.J. Dow's 'Dirty' Attempted Money Transfer

Cleveland City Council President Kevin Kelley issued a statement yesterday, confirming that he will not authorize an attempted transfer of discretionary funds from Cleveland's Ward 7 to Ward 4, both east side wards.

Councilman T.J. Dow, who narrowly lost in November to challenger Basheer Jones, attempted to shift more than $700,000 of his ward's funds shortly before his last day on the job. In an official request (below), he said the funds should go toward Councilman Ken Johnson and capital projects at the Ward 4 rec center which bears his name.

The maneuver was interpreted by residents and by Jones as a petty and/or vengeful tactic from an outgoing councilman bitter about his defeat.

"This is not about me. This is about the residents of Ward 7," Basheer Jones told Scene when we asked him about it this week.



Kelley evidently agrees. He sent Dow's request to the Cleveland law department and reached a decision yesterday:

“I have reviewed the request and have consulted with the appropriate staff and have decided the transfer will not move forward,” he said. "The funds will be held by newly-elected Ward 7 Councilman Basheer Jones for the benefit of the residents of Ward 7.”
